Robert Wilkie "VA depends on DoD to provide information regarding in-service environmental exposure for disability claims based on exposure to herbicides outside of Vietnam". This dependence has the effect of confining the toxic effects of herbicide exposure to specific geographical locations listed by DoD, makes DoD a co-adjudicator for exposure claims, and creates two distinct classes of claimants.
